      <title>HTA urges operators to sign open letter to Policing Minister backing urgent legislative reforms</title>
      <description>&lt;p&gt;&lt;img src="https://heavytransportassociation.org.uk/resources/Pictures/Legal_Reform%20(deadline%2005%20Dec%202025).png" alt="" title="" border="0" width="308" height="308" align="left" style="margin: 0px 10px 3px 0px;"&gt;Following a meeting of the Abnormal Loads Group (ALG), we’re calling on operators to &lt;a href="https://www.smartsurvey.co.uk/t/Q6RRGA/" title="External link" target="_blank"&gt;sign&lt;/a&gt; an open letter to the Policing Minister to back legislative reforms that support the delivery of critical infrastructure and housebuilding.&lt;/p&gt;

&lt;p&gt;The letter asks the Minister to support the amendments tabled by Earl Attlee to the Crime and Policing Bill, which seek to address inconsistencies in how police forces handle heavy transport movements, and in particular, call for a national framework regulating when and how police forces charge for escorting (read the full letter below).&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;Dear Minister&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;&lt;strong&gt;Support for Amendments 402 - 414 to the Crime and Policing Bill&lt;/strong&gt;&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;We are writing to you as businesses who operate and rely on abnormal load transport, serving key infrastructure projects across the country, to ask you to support amendments to the Crime and Policing Bill.&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;Abnormal load movements - such as the transport of large construction materials, heavy machinery, caravans or modular building components - play a vital role in major infrastructure, housebuilding and the wider economy.&amp;nbsp; Without reliable abnormal load logistics, builders would face delays, increased costs, and limitations on the types of materials or equipment they can use.&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;Independent economic analysis by the Centre for Economic and Business Research (CEBR) shows in stark terms the impact the current regulations are having.&amp;nbsp; The current regulatory requirements are estimated to lead to reduced economic activity for the road haulage sector, amounting to a £1.5 billion loss over the next decade.&amp;nbsp; This hampers economic growth and pushes up the cost of transporting essential goods and infrastructure.&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;We urge you to support the amendments tabled by Earl Attlee to the Crime and Policing Bill (HL Bill 111).&amp;nbsp; These amendments, numbered 402 - 414, address major inconsistencies in how police forces handle heavy transport, abnormal load, caravan and mobile crane movements.&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;In particular, there is no national framework regulating when or how police forces charge for escorting or authorise these essential movements.&amp;nbsp; This leads to arbitrary and excessive fees in some police force areas, creating uncertainty, delays, and financial burdens that hinder the timely delivery of vital infrastructure supporting housebuilding, net-zero goals and economic growth.&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;Earl Attlee's amendments seek to resolve this by:&lt;/em&gt;&lt;/p&gt;

    &lt;li&gt;&lt;em&gt;Requiring the Home Secretary to introduce clear regulations on police charging for escorts and authorisations&lt;/em&gt;&lt;/li&gt;

  &lt;ul&gt;
    &lt;li&gt;&lt;em&gt;Mandating that economic consequences be considered in decisions under Schedule 5 of the Road Vehicles (Authorisation of Special Types) Order 2003 (STGO), particularly regarding notice periods for vehicle authorisations.&lt;/em&gt;&lt;/li&gt;
  &lt;/ul&gt;
&lt;/div&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;These reforms would foster a fairer system, reduce regional disparities, and protect the sector's ability to contribute to the UK economy.&amp;nbsp; The amendments are expected to be debated in committee from December 2025, with votes in early 2026, and already enjoy cross-party and strong industry backing.&lt;/em&gt;&lt;/p&gt;

      <title>HTA Urges Swift Support for Amendments to Crime and Policing Bill: Safeguarding UK's Abnormal Load and Mobile Crane Operations</title>
      <description>&lt;p&gt;&lt;img src="https://heavytransportassociation.org.uk/resources/Pictures/House%20of%20Lords.png" alt="" title="" border="0" align="left" style="margin: 0px 12px 3px 0px;"&gt;&lt;strong&gt;The HTA today strongly endorses Amendments 402–414 tabled by Earl Attlee in the Crime and Policing Bill.&lt;/strong&gt;&amp;nbsp; These vital reforms promise to eliminate long-standing inconsistencies in police escort charging and authorisation for abnormal loads and mobile cranes, ensuring fairer, more transparent regulations that protect critical infrastructure delivery and economic growth.&lt;/p&gt;

&lt;p&gt;As the Crime and Policing Bill progresses through the House of Lords - with committee debates scheduled for November and December 2025, and votes anticipated in early 2026 - &lt;strong&gt;the HTA calls on MPs, Peers, and industry stakeholders to rally behind these amendments&lt;/strong&gt;.&amp;nbsp; Inconsistent police practices across regions are causing undue delays, excessive fees, and economic harm, threatening the timely execution of national projects in construction, renewable energy, defence, and power generation.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Chris Britton, HTA Chair, has commented on proposed legislative changes aimed at resolving long-standing issues within the sector.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;Britton stated that these amendments offer a vital opportunity to correct systemic imbalances:&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;"These amendments represent the most significant opportunity in recent years to address the imbalance and inconsistency our members experience in dealing with police authorities.&amp;nbsp; We are grateful to Lord Attlee for his tireless advocacy on behalf of the sector, and we will continue to support his efforts with coordinated industry engagement and evidence-based input."&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;He goes on to explain that the real-world impact of current regulations, which often involve arbitrary fees and regional discrepancies:&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;“The current inconsistencies and unsustainable fees within the heavy transport sector are causing significant operational disruptions and financial strain.&amp;nbsp; Wind turbine deliveries being delayed by unexpected costs, mobile crane movements facing holdups that impact vital road infrastructure and HS2 project timelines. Furthermore, critical defence shipments are suffering disruptions due to inconsistent regional applications of rules.”&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;“This status quo is unsustainable.&amp;nbsp; Parliament has a timely opportunity to introduce equitable, cohesive reform that provides stability for the industry and bolsters UK infrastructure and employment opportunities.” &lt;/em&gt;&lt;/p&gt;

&lt;h2&gt;Why These Reforms Matter for Abnormal Load Transport and Mobile Crane Operations?&lt;/h2&gt;

&lt;p&gt;Abnormal load and mobile crane operators are the backbone of the UK's infrastructure sector, transporting oversized equipment essential for the net-zero transition, major engineering feats, and defence mobility. Yet, without a national framework, police forces apply discretionary charging variably - some impose hefty fees for statutory services, while others provide them free - leading to uncertainty that erodes competitiveness and investor confidence.&lt;/p&gt;

&lt;p&gt;Key highlights of the amendments include:-&lt;/p&gt;

&lt;ul&gt;
  &lt;li&gt;&lt;strong&gt;Amendment 413:&lt;/strong&gt; Mandates the Secretary of State to establish a national framework for police escort charging, promoting proportionality and transparency.&lt;/li&gt;

  &lt;li&gt;&lt;strong&gt;Amendments 402–404:&lt;/strong&gt; Tackle judicial misinterpretation and modernise escorting powers with accreditation standards.&lt;/li&gt;

  &lt;li&gt;&lt;strong&gt;Amendments 405–408:&lt;/strong&gt; Enhance flexibility in tractor units and notifications for efficient planning.&lt;/li&gt;

  &lt;li&gt;&lt;strong&gt;Amendments 408–409, 412:&lt;/strong&gt; Ease short-notice moves to prevent economic losses from rigid timelines.&lt;/li&gt;

  &lt;li&gt;&lt;strong&gt;Amendment 409:&lt;/strong&gt; Limits intrusive information requests to essentials only.&lt;/li&gt;

  &lt;li&gt;&lt;strong&gt;Amendments 413–414:&lt;/strong&gt; Embed economic impact considerations in Schedule 5 of the Road Vehicles (Authorisation of Special Types) Order (STGO).&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;These changes, backed by cross-party support and industry leaders like the Abnormal Loads Group (ALG), Construction Plant-hire Association (CPA), and Road Haulage Association (RHA), will foster a safer, more efficient system without burdening taxpayers.&lt;/p&gt;

      <title>HTA Leadership Update</title>
      <description>&lt;p&gt;&lt;img src="https://heavytransportassociation.org.uk/resources/Pictures/Chris%20Britton2.jpg" alt="" title="" border="0" align="left" style="margin: 0px 10px 5px 0px;"&gt;&lt;strong&gt;The Heavy Transport Association wishes to inform members and industry colleagues of a recent change in leadership.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;After many years of dedicated service, Marcus has stepped down as Chair of the HTA.&amp;nbsp; This decision marks a natural moment for him to hand over the reins, and while he will no longer serve as Chair, Marcus remains a valued member of our community.&lt;/p&gt;

&lt;p&gt;During his time as Chair, the HTA has strengthened its voice with government and regulators, expanded its membership, and introduced new initiatives to support safety, compliance, and collaboration across the heavy transport sector.&amp;nbsp; His dedication and leadership have been pivotal in guiding the Association’s progress, and we extend our sincere gratitude for his contributions.&lt;/p&gt;

&lt;p&gt;Under the Rules of Association, Chris Britton has now stepped into the role of Chair and will hold this position until the next Annual General Meeting, when members will come together to elect a new Chair.&lt;/p&gt;

      <title>ALG Guidelines for Operators - Abnormal Loads</title>
      <description>&lt;p&gt;&lt;img src="https://heavytransportassociation.org.uk/resources/Pictures/HTA%20Special%20Open%20Meeting%20re%20updated%20NPCC%20Guidelines.jpg" alt="" title="" border="0" align="left" style="margin: 0px 9px 3px 0px;" width="444" height="250"&gt;Following a well-attended Special Open Industry meeting; the HTA has published &lt;a href="https://heavytransportassociation.org.uk/page-1075192" title="Internal Link" target="_blank"&gt;ALG Guidelines&lt;/a&gt; to assist operators with regards to notifying the movement of non-standard loads (C&amp;amp;U or STGO) and their dealings with the police (in respect of the updated NPCC Guidelines).&amp;nbsp; The guidance also contains a link to the &lt;a href="https://heavytransportassociation.org.uk/ORCA" target="_blank"&gt;HTA Online Risk Consideration &amp;amp; Assessment Tool (ORCA)&lt;/a&gt; the use of which can assist operators demonstrate a risk assessment has been carried out in respect of the likelihood of any road traffic laws being contravened.&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;"It was a privilege to host the first HTA Special Open Industry Meeting, which brought together both members and non-members in a shared virtual space. The primary purpose was to provide clarity, direction, and support in response to the updated NPCC guidance.&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;It was encouraging to see such strong engagement from across the industry. The questions raised and insights shared reinforced the importance of open dialogue as we navigate evolving expectations and standards. This session marks a positive step forward in aligning our collective understanding and ensuring consistent, informed practices.&lt;/em&gt;&lt;/p&gt;

      <title>Moving heavy freight - National Police Chiefs Council issues new guidance for officers</title>

&lt;p&gt;The National Police Chiefs’ Council (NPCC), in collaboration with the Abnormal Loads Group (ALG), has today released &lt;a href="https://heavytransportassociation.org.uk/Information" title="Click for download (PDF)" target="_blank"&gt;new national guidance&lt;/a&gt; to support police forces in the management of abnormal load movements across the UK.&amp;nbsp; The new guidance marks a significant step forward in improving coordination, transparency, and efficiency for both law enforcement and the transport industry.&lt;/p&gt;

&lt;p&gt;This landmark document reflects extensive consultation with the transport and logistics sectors and is designed to ensure a safer and more predictable operating environment for the movement of abnormal loads, while also supporting the operational requirements of police forces.&lt;/p&gt;

&lt;p&gt;Key highlights of the new NPCC guidance include:&lt;/p&gt;

&lt;ul&gt;
  &lt;li&gt;30-Day Window Acceptance&lt;/li&gt;

  &lt;li&gt;Clarification on Embargoes&lt;/li&gt;

  &lt;li&gt;Targeted Embargo Approach&lt;/li&gt;

  &lt;li&gt;Police Escorts and Legal Authority&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;NPCC spokesperson said:&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;“This new guidance is a testament to what can be achieved through close collaboration between law enforcement and industry.&amp;nbsp; It brings greater clarity to both police forces and operators, reducing unnecessary administrative burdens and focusing resources where they are truly needed.”&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;ALG spokesperson said:&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;“We’re delighted that the NPCC has listened and understand that this guidance is an economic enabler and we look forward to continuing to work with them collaboratively going forward.&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;“We recognise that police have an incredibly challenging job to do and abnormal loads movements are a specialism.&amp;nbsp; It’s only right that officers across all forces have the most up-to-date guidance that will help them support operators moving abnormal loads.&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;“This will also give infrastructure project leaders and hauliers the certainty that they will have a consistent service from officers when they require their support.”&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;The NPCC has agreed that the guidance will be subject of ongoing review and amendment, so it remains fit for purpose.&lt;/p&gt;

&lt;p&gt;HTA spokesperson said:&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;"The HTA welcomes that the guidance now encourages police forces to explore the benefits of accrediting selected private escorts under CSAS to direct traffic for the purposes of escorting an abnormal load with limited but targeted powers.&amp;nbsp; The HTA has long believed that this will be a positive move to help drive compliance in the industry, provide greater flexibility, and ease the burden on many police forces.&amp;nbsp; The association are keen to ensure that these powers should be piloted in a controlled and monitored way in order to establish best practice.&amp;nbsp; To this end the HTA SAbLE project team have been in discussion with a number of police forces about controlled pilots (in liaison with NPCC). Police forces wishing to explore joining these pilots should eMail HTAadmin@heavytransportassociation.org.uk."&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;A formal review will take place twelve months after publication.&lt;/p&gt;

&lt;h2&gt;HTA Special Open Meeting - Updated NPCC Abnormal Loads Guidance&lt;/h2&gt;

&lt;p&gt;Contributions of evidence/information from members/non-members has been a vital tool in presenting facts to authorities and it is felt that the matter has sufficient importance to take the unprecedented decision to hold a special 'open' meeting available to a limited number of non-members on a first-come first-served basis.&amp;nbsp; &lt;strong&gt;We can now announce that the meeting will be online by Teams/Zoon and take place at 14:00 on Weds 11 June 2025.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;If you are already a HTA member, you can register for the meeting by logging into your HTA account online as usual &lt;a href="https://heavytransportassociation.org.uk/Members" target="_blank"&gt;here&lt;/a&gt;.&lt;/p&gt;

      <title>Unprecedented HTA Special 'Open' Meeting planned for a cross-sector approach to forthcoming updated NPCC Abnormal Loads Guidance</title>
      <description>&lt;p&gt;&lt;img src="https://heavytransportassociation.org.uk/resources/Pictures/Rules%20and%20regulations.png" alt="" title="" border="0" width="445" height="251" align="left" style="margin: 0px 10px 3px 0px;"&gt;The much awaited updated NPCC Guidance on the policing of Abnormal Loads is due for release imminently.&amp;nbsp; The HTA has played a leading collaborative role through the ALG in its development with NPCC.&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;"This is a key piece of work – heavily informed by industry on key issues firms are facing with inconsistent police service on supporting abnormal load movements."&amp;nbsp;&amp;nbsp;&lt;/em&gt;Richard Smith (MD, RHA)&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;"This guidance is possibly the most vital document produced in over 15yrs for our community. We are aware of many forces and individual officers are equally eager to receive the guidance to collaborate much needed consistency and lawful application of the relevant legislation."&amp;nbsp;&amp;nbsp;&lt;/em&gt;Marcus Gough (HTA Chairman)&lt;/p&gt;

&lt;p&gt;The HTA are led to believe publication will be early June 2025. Upon release, and in anticipation of questions/interpretations from all corners of industry, &lt;strong&gt;the HTA have decided to host a special 'Open' (online) meeting&lt;/strong&gt; which will be convened approximately one-week post-release.&lt;/p&gt;

&lt;p&gt;The HTA has previously garnered views, evidence and opinions from across the sector with contributions from members and non-members alike and it is felt that the subject has sufficient importance to take the unprecedented decision to open the meeting up to a limited number of non-members on a first-come first-served basis.&amp;nbsp; &lt;strong&gt;To attend as a non-member your business would have to be eligible for operator membership and attendance will be subject to availability (one attendee per company)&lt;/strong&gt;.&amp;nbsp; Once the NPCC Guidance is released we will publish on HTA website/social media together with the meeting date as well as prompting for questions/applications to attend from non-members (members register for the meeting in the usual way).&lt;/p&gt;</description>

      <title>Hook Blocks carried on Mobile Cranes -  No legislative changes planned, confirms DfT Official</title>
      <description>&lt;p&gt;&lt;img src="https://heavytransportassociation.org.uk/resources/Pictures/Mobile%20Crane.jpg" alt="" title="" border="0" align="left" style="margin: 0px 10px 0px 0px;"&gt;Recently, several members have raised concerns about reports from various police forces regarding the carriage of hook blocks attached to the front of mobile cranes. These reports suggest that drivers are being cited for alleged offences related to this practice. Social media posts from police groups have further contributed to the confusion, claiming that a new law will come into effect on 1 May 2025, making this configuration unlawful.&lt;/p&gt;

&lt;p&gt;In response, the HTA contacted the Department for Transport (DfT) to seek urgent clarification.&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;&lt;strong&gt;We are pleased to confirm that a DfT spokesperson has stated there are no legislative changes currently planned or due to come into force concerning the carriage of hook blocks mounted (reeved) on the front of mobile cranes.&amp;nbsp; It appears that references to such changes may stem from a localised operational policing issue, not from any national legislative action.&lt;/strong&gt;&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;The HTA and its partner organisations are actively engaging with the relevant police forces to robustly challenge and address these concerns directly.&lt;/p&gt;

&lt;p&gt;Further discussions are scheduled for later this week, and the HTA is continuing to seek detailed clarification on the matter. We will issue updates as more information becomes available.&lt;/p&gt;

      <title>Next HTA General Meeting delayed pending NPCC publishes updated Guidance</title>
      <description>&lt;p&gt;&lt;img src="https://heavytransportassociation.org.uk/resources/Pictures/OVERDUE.jpg" alt="" title="" border="0" width="484" height="326" align="left" style="margin: 0px 7px 5px 0px;"&gt;The next HTA General Meeting will take place after the National Police Chief's Council publishes its updated guidance.&lt;/p&gt;

&lt;p&gt;The guidance is expected to be published in the coming weeks and will consist of guidance about key issues such as embargoes and police escorts.&lt;/p&gt;

      <title>Rory McDonald, well respected owner &amp; operator of Hi-Line Transport Ltd passes away</title>
      <description>&lt;p&gt;It is with profound sadness that we have learned of the passing of Rory McDonald, a respected haulier and cherished member of our community. As the owner and operator of Hi-Line Transport Ltd, Rory was not only an exemplary professional in the Caravan Haulage sector, but also a trusted colleague and friend to many.&lt;/p&gt;

&lt;p&gt;Rory’s contributions to the industry were significant, and his dedication to excellence in service set a standard that we all admired.&amp;nbsp; His passion for the work, commitment to safety, and the respect he showed for both his team and clients will continue to inspire us all.&lt;/p&gt;

      <title>Gwent Police Mobile Crane Embargo Trial updated/widened to include South Wales &amp; Dyfed Powys</title>
      <description>&lt;p&gt;&lt;img src="https://heavytransportassociation.org.uk/resources/Pictures/Information%20regarding%20Mobile%20Crane%20Embargo%20Exemption%20Trial.JPG" alt="" title="" border="0" align="left" style="margin: 0px 9px 5px 0px;" width="430" height="198"&gt;Following the announcement of the initial Mobile Crane operator trial by Gwent Police and due to a significant amount of interest from operators and other forces, we are now pleased to announce that South Wales Police and Dyfed Powys Police abnormal load departments are also participating in the trial.&lt;/p&gt;

&lt;p&gt;&lt;u&gt;Due to the scale of the trial there is no longer a requirement for crane operators to opt in&lt;/u&gt;.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;To make this trial a success with the potential for expansion to other operators in the industry, the HTA support and encourage our members to comply with any conditions specified by the police authorities.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;A full route list of embargo free routes for operators is available which includes all set conditions as well as examples (to help operators take full advantage of the trial), maps, list of known routes suitable for no-embargo, known routes with issues requiring compliance with embargo periods etc is available to download as a PDF here (see below) or from any of the 3 police force abnormal load officers.&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;Gwent, South Wales and Dyfed Powys police are committed to making the public roads a safer place, whilst supporting many of the industries that rely on use of the road network to keep infrastructure projects moving.&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;Over years gone by Embargo Periods have been setup to minimise congestion and disruption during peak travel periods as a blanket catch all condition. It is our intention to re-align the Embargo’s introduced in and open and transparent manner. By using evidence led traffic flow data we can support the industry to keep wheels turning lifting or adjusting embargo periods, but also restrict the movements where necessary to ensure congestion/disruption is minimised and safety is maximised.&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;For the first stage of this trial, we have opted to lift embargo periods for multi-lane carriageways for mobile cranes. Mobile Cranes despite in some cases being slightly longer and heavier than usual, have the ability to sit within their own lane of traffic. On a multi-lane carriage way this does not prevent other road users from passing safely and additionally can travel, often at speeds similar to other traffic.&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;We will use the data collated during the trial to explore in what area’s it can be expanded, terminated or where stricter rules are required to make this a success for all."&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;strong&gt;The first stage of the trial will only apply to mobile cranes starting on Monday 15th July 2024 with set conditions:-&lt;/strong&gt;&lt;br&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Conditions&lt;/strong&gt;&lt;/p&gt;

&lt;ul&gt;
  &lt;li&gt;Be a motor vehicle that’s specially designed or built to carry out lifting operations&lt;/li&gt;

  &lt;li&gt;A motor vehicle which has a crane permanently mounted as part of the vehicle chassis design (the definition excludes lorry mounted cranes)&lt;/li&gt;

  &lt;li&gt;Have a Gross Vehicle Weight of 80T or Less&lt;/li&gt;

  &lt;li&gt;Have a Maximum Width of 3m&lt;/li&gt;

  &lt;li&gt;Have a Maximum Length of 25.9m&lt;/li&gt;

  &lt;li&gt;Will comply with any specific embargo conditions that may be implemented during the course of the trial such as no travel during one off peak times such as football matches, concerts, which will be notified in advance.&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;strong&gt;Movements&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;All movements as normal must be conducted in full compliance with any legislation.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;No Embargo Routes&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;No Embargo will apply for any multi-lane carriageway &lt;u&gt;(embargo periods remain for any single lane carriageway).&lt;/u&gt;&lt;/p&gt;

&lt;p&gt;&lt;u&gt;No movement is permitted during the following times unless Embargo Free Route as previously defined&lt;/u&gt;:-&lt;/p&gt;

&lt;ul&gt;
  &lt;li&gt;During periods where a major event has been planned (you will be notified)&lt;/li&gt;

  &lt;li&gt;Between 07:00 – 09:00 Monday to Friday&lt;/li&gt;

  &lt;li&gt;Between 16:00 – 18:30 Monday to Thursday&lt;/li&gt;

  &lt;li&gt;Between 15:00 – 18:30 Fridays&lt;/li&gt;

  &lt;li&gt;All UK Bank Holidays&lt;/li&gt;

  &lt;li&gt;Other times at the discretion of the force (you will be notified)&lt;/li&gt;

  &lt;li&gt;&lt;strong&gt;Hours of Darkness&lt;/strong&gt;&amp;nbsp;(unless Pre-Authorised by Gwent Abnormal Loads Officer or under Police Escort)&lt;/li&gt;
&lt;/ul&gt;

      <title>Police auto responses requiring attendant to be present in the cab</title>
      <description>&lt;p&gt;&lt;img src="https://heavytransportassociation.org.uk/resources/Pictures/Long_load_overhang.jpg" alt="" title="" border="0" width="312" height="235" style="margin: 0px 9px 5px 0px;" align="left"&gt;Members have recently reported that auto responses received from several Police Constabularies concerning abnormal load notifications requiring an attendant to be present in the cab during transporting of a qualifying abnormal load.&lt;/p&gt;

&lt;p&gt;An example of the wording from an auto response sent by a constabulary is set out below:&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;“If a load exceeds total width of 3.5m, or a length of 18.65m (not including towing unit), or a rear projection of 3.05m or a front projection of 2m, then another person is required in addition to the driver within the cab of the vehicle moving the load. This must not be someone from a self-escort vehicle and an additional hand is required in the vehicle transporting the load”.&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;The HTA’s position is as follows:&lt;/p&gt;

&lt;ol&gt;
  &lt;li&gt;As the Police’s position with regards to stating that a self-escort cannot be the attendant, we do not agree with their interpretation.&lt;/li&gt;

  &lt;li&gt;Our view, having reviewed both C&amp;amp;U &amp;amp; STGO is that it is simply someone to accompany and attend to the vehicle/load. It does not specify that they must be in the cab.&lt;/li&gt;

  &lt;li&gt;See below extract of Sch 6 STGO 2003 on attendants and STGO enforcement guide for reference.&lt;/li&gt;
&lt;/ol&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;SCHEDULE 6&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;ATTENDANTS&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;Article 12(1), 14(1), 15(4), 23(3), 24(5), 31(3) and 34(4)&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;1.&lt;/em&gt;&lt;em&gt;&amp;nbsp;A person (“an attendant”) must be employed—&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;(a) to accompany the vehicle or vehicle-combination&lt;/em&gt;&lt;em&gt;;&lt;br&gt;
&lt;br&gt;&lt;/em&gt;&lt;em&gt;(b) to attend to the vehicle or to all vehicles comprised in the combination;&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;(c) to attend to any load or loads carried on such vehicle or vehicles; and&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;(d) to give warning to the driver of the vehicle or vehicle-combination, and to any&amp;nbsp;&lt;/em&gt;&lt;em&gt;other person, of any danger likely to be caused to such other person by reason of&amp;nbsp;&lt;/em&gt;&lt;em&gt;the presence on the road of the vehicle or vehicle-combination&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;8. Attendants&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;An attendant is required where:&lt;/em&gt;&lt;/p&gt;

&lt;div style="margin-left: 4em"&gt;
  &lt;ul&gt;
    &lt;li&gt;&lt;em&gt;the vehicle width exceeds 3.5 metres&lt;/em&gt;&lt;/li&gt;

    &lt;li&gt;&lt;em&gt;the rigid length (excluding the drawing vehicle) exceeds 18.75 metres&lt;/em&gt;&lt;/li&gt;

    &lt;li&gt;&lt;em&gt;the total length exceeds 25.9 metres&lt;/em&gt;&lt;/li&gt;

    &lt;li&gt;&lt;em&gt;projections exceed 2 metres (front) 3.05 metres (rear)&lt;/em&gt;&lt;/li&gt;

    &lt;li&gt;&lt;em&gt;in radio contact with the vehicle concerned&lt;/em&gt;&lt;/li&gt;

    &lt;li&gt;&lt;em&gt;are able to see the vehicle concerned during the journey, as far as is reasonably practical&lt;/em&gt;&lt;/li&gt;
  &lt;/ul&gt;
&lt;/div&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;Where an attendant is needed they can travel in the vehicle according to the STGO or Special Order movement. Alternatively they can travel in an escort vehicle, providing that they are:&lt;/em&gt;&lt;/p&gt;

&lt;p class="quotedText"&gt;&lt;em&gt;Where 3 or more loads are travelling in convoy, only the first and last vehicles need an attendant.&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;HTA action and outcome&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;The HTA brought the concerns of members to the attention of the specific constabularies and the HTA’s position regarding attendants as set out above.&lt;/p&gt;

&lt;p&gt;We have received a response confirming that constabularies will be making changes to ensure they are operating as they should be.&lt;/p&gt;

&lt;p&gt;We suspect this may not be immediate, but we urge members to report to us should they continue to receive auto responses from police forces requiring that an attendant be present in the cab and/or that self-escorts cannot be attendants.&lt;/p&gt;</description>

      <title>Concerns over possibility of AdBlue related malfunctions in Cranes, Trucks &amp; SPMTs - online survey</title>
      <description>&lt;p&gt;&lt;img src="https://heavytransportassociation.org.uk/resources/Pictures/AdBlue.jpg" alt="" title="" border="0" width="349" height="196" style="margin: 0px 10px 4px 0px;" align="left"&gt;&lt;strong&gt;Crane rental companies around Europe are reporting growing issues with the use of AdBlue - some suggesting almost one third of all on-road breakdowns seem to be AdBlue related&lt;/strong&gt;.&amp;nbsp; A key concern is that if the AdBlue system malfunctions (perhaps because the engine is too cold) then the crane’s engine can lose power or even shut down, with potentially dangerous consequences.&lt;/p&gt;

&lt;p&gt;Reports suggest that similar problems can face Trucks and SPMT operators, a particular concern during load outs.&lt;/p&gt;

&lt;p&gt;As a first step, ESTA has decided to gather information (to include Trucks in the analysis) and will then consult with members of the European Regulations Workgroup and decide on the next steps.&amp;nbsp;&amp;nbsp;&lt;em&gt;The HTA is&amp;nbsp; the UK representative member of &lt;a href="https://heavytransportassociation.org.uk/ESTA" title="Internal Link" target="_blank"&gt;ESTA&lt;/a&gt;, the leading European association for the abnormal road transport and mobile crane rental industry.&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;ESTA have produced an online form to allow members to easily submit information about problems with the use of AdBlue in Trucks, mobile cranes and SPMTs - click &lt;a href="https://forms.gle/YpKssoRLZ3y4Chcd8" title="External link" target="_blank"&gt;here&lt;/a&gt;.&amp;nbsp; &lt;strong&gt;To gather information from as many operators as possible, this survey is open to non-HTA members.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;The enquiry will only take a few minutes to complete, and your responses will help ESTA in making their case with the engine manufacturers.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;We urge members to complete the enquiry form as the results may reveal industry-wide issues with AdBlue systems which ESTA can review and progress with the engine manufacturers.&lt;/strong&gt;&lt;/p&gt;</description>

&lt;p&gt;In Co-operation with the HTA, Gwent Police are exploring options to a route for lifting Embargo Times for a small proportion of Abnormal Loads to assist the industry.&lt;/p&gt;

&lt;p&gt;This trial will commence for Mobile Cranes &lt;u&gt;within the Gwent Police Force area initially&lt;/u&gt; and will be evidence led based on traffic data to pave the way for expansion of the trial.&amp;nbsp; It is hoped that neighbouring forces will also come on board during the trial as the HTA and Gwent Police Commercial Vehicle Unit work together to make this a success.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;The first stage of the trial will only apply to mobile cranes starting on Monday 15th July 2024 with set conditions.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;The Mobile Crane MUST:-&lt;/p&gt;

&lt;ul&gt;
  &lt;li&gt;Be a motor vehicle that’s specially designed or built to carry out lifting operations&lt;/li&gt;

  &lt;li&gt;A motor vehicle which has a crane permanently mounted as part of the vehicle chassis design (the definition excludes lorry mounted cranes)&lt;/li&gt;

  &lt;li&gt;Have a Gross Vehicle Weight of 80T or Less&lt;/li&gt;

  &lt;li&gt;Have a Maximum Width of 3m&lt;/li&gt;

  &lt;li&gt;Have a Maximum Length of 25.9m&lt;/li&gt;

  &lt;li&gt;Will be implemented subject to regular review for the trial period over 3 months&lt;/li&gt;

  &lt;li&gt;Will comply with any specific embargo conditions that may be implemented during the course of the trial such as no travel during one off peak times such as football matches, concerts, which will be notified in advance to opted in operators&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;strong&gt;No Embargo Routes&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;The routes currently covered will expand during the trial as data becomes available to rationalise any decisions made. Main routes covered by the embargo include:&lt;/p&gt;

&lt;ul&gt;
  &lt;li&gt;M4 between J28 and J22&lt;/li&gt;

  &lt;li&gt;A48 Between J24 and J28&lt;/li&gt;

  &lt;li&gt;A449&lt;/li&gt;

  &lt;li&gt;A40&lt;/li&gt;

  &lt;li&gt;A465&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;strong&gt;Operators wishing to opt into this trial will need to request to be included by contacting &lt;a href="mailto:george.john@Gwent.police.uk" title="Click to eMail" target="_blank"&gt;george.john@Gwent.police.uk&lt;/a&gt;.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;Operators will need to provide their company operating name, transport manager name and best contact information including eMail and phone number in order to receive updates and additional information as the trial progresses.&lt;/p&gt;

&lt;p&gt;If the operator utilising any of the embargo exempt routes as part of their journey requires to utilise other roads in order to reach their destination, this will be permitted on a case-by-case basis for the period of the trial and an email will need to be submitted to request authority at least 48hrs in advance of movement.&lt;/p&gt;

&lt;p&gt;Additional information will be released in due course to operators opted in and the HTA to see how this trial could be potentially expanded for other operators in addition to mobile cranes within the industry&lt;/p&gt;

      <title>West Midlands Police provide clarity on paying for police to escort abnormal loads</title>

&lt;p&gt;Hauliers must notify police when they’re moving abnormal loads when specific dimensions and or weight thresholds are reached but are free to ‘self-escort’ unless they feel they need to pay for officers to assist.&lt;/p&gt;

&lt;p&gt;This confirmation comes after hauliers had reported that the West Midlands officers had insisted that they must hire officers to escort.&amp;nbsp; The force said they’re committed to working with hauliers and will continue to support with escort where appropriate.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;The ALG recently revealed that inconsistent police enforcement on abnormal loads across the country is costing the economy up to *£584m per year.&lt;/p&gt;

      <title>European Parliament supports harmonisation of rules on indivisible loads - ESTA PRESS RELEASE, 12 March 2024</title>
      <description>&lt;p&gt;&lt;img src="https://heavytransportassociation.org.uk/resources/Pictures/Drowing%20in%20Paperwork.png" alt="" title="" border="0" width="348" height="362" align="left" style="margin: 0px 10px 6px 0px;"&gt;The HTA wholeheartedly welcomes the announcement by ESTA that the EU Parliament supports harmonisation of national rules and removal of administrative and operational bottlenecks on indivisible loads (see ESTA Press Release below).&lt;/p&gt;

&lt;p&gt;HTA Chairman, Marcus Gough commented &lt;em&gt;"We are delighted with this news and send our congratulations to our ESTA colleagues who have worked towards this goal for several years.&amp;nbsp; Our members are crucial for the prosperity of the UK economy through their work in the renewable energy, infrastructure, oil and gas, heavy industry and power generation sectors.&amp;nbsp; The fact that the European Parliament recognises the importance of harmonising Abload moves across borders should act as a clarion wake up call to UK notifiable enforcement to act in synergy.&amp;nbsp; Abnormal load transport is an international business that regularly crosses borders."&lt;/em&gt;&lt;/p&gt;

      <title>Welcome clarification from West Midlands Police re load specifics for C&amp;U notifications</title>
      <description>&lt;p&gt;&lt;img src="https://heavytransportassociation.org.uk/resources/Pictures/WestMidsPolice.png" alt="" title="" border="0" align="left" style="margin: 0px 10px 5px 0px;"&gt;The association is pleased to report clarification received from West Midlands Police regarding abnormal load description on notification submissions.&amp;nbsp; Members had reported that West Midlands Police were requiring full descriptions including particulars, description and profiles of all loads that were being notified, this was in addition to the dimensions given for the load carrying AILV.&lt;/p&gt;

&lt;p&gt;After engagement with West Midlands Police, we have received the following &lt;em&gt;“I can confirm, that based on feedback from the HTA and its’ members, we have now changed our working practices and no longer require or ask for load detail specifics on Con &amp;amp; Use notifications.&amp;nbsp; Although this is helpful for us in planning, the HTA and its members are right in that, that detail is not required in law”&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;However, to be clear, &lt;a href="https://www.legislation.gov.uk/uksi/2003/1998/schedule/5/made" title="Link to www.legislation.gov.uk" target="_blank"&gt;Schedule 5 of STGO Regs 2003 para 4 part C&lt;/a&gt; still do require the particulars, description and profile of any load moved under STGO (although, specifics on the make and model of the load are not required as not covered in legislation).&lt;/p&gt;

&lt;p&gt;We welcome this clarification and change in working practices from West Midlands Police, this will help members reduce administrative burden that the prior position had brought.&lt;/p&gt;</description>

      <title>HTA View on Police Escorts</title>

&lt;p&gt;It has recently come to the attention of the HTA that several Police forces appear to have changed their position on the requirements for such loads to be escorted and are subsequently charging operators for the service.&amp;nbsp; &lt;strong&gt;This can be challenged.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;We should like to remind you that there is no legislation in England &amp;amp; Wales that covers Police escorting practice, nor for that matter self/private escorting, there is provision for an attendant to be present for the whole of the journey for any vehicle/combination or load type that fulfils the criteria under which set of regs an abnormal load move takes place, be it C&amp;amp;U or STGO.&amp;nbsp; Custom and practice of the in-cab attendant has migrated to an accompanying private/self-escort.&amp;nbsp; The current guidance to Police is to &lt;em&gt;“encourage hauliers to use self or private escorts”&lt;/em&gt;.&lt;/p&gt;

&lt;p&gt;After an abnormal load notification is submitted (to the Police) any constabulary that indicate a Police escort is required in the interest of road safety, are then obliged to provide that service without cost to the notifying operator as a normal operational Policing duty.&amp;nbsp; There may be time to allow for the constabulary in question to arrange suitable resources, and they may elect to dictate the time, date of the move, under current guidance the time allowed is a minimum of 8 days to arrange.&lt;/p&gt;

&lt;p&gt;If, after conducting your own risk assessment and route survey, there is a requirement for Police escort to stop/direct traffic or to assist in what would normally be an unlawful manoeuvre on the public road (wrong siding a roundabout for example) then this would need to be requested by the notifying operator as a Special Police Service (SPS) which is chargeable.&amp;nbsp; Where a load is required to negotiate a single ‘pinch point’ on a route that would otherwise not be deemed to require an escort, police assistance may be provided without charge, subject to availability.&lt;/p&gt;

&lt;p&gt;The question of chargeable and non-chargeable Police services has been clarified by caselaw.&lt;/p&gt;

&lt;p&gt;We encourage all operators and self escorters to comply with the National Highways Agency/ACPO Code of Practice, although this a voluntary code and can only be used for evidential purposes in the event of an incident occurring, it is evidence of good practice and a standard to which the associations subscribe to.&lt;/p&gt;

&lt;p&gt;The Association continues dialogue both directly and as part of a wider Abloads working group (incl the &lt;a href="https://heavytransportassociation.org.uk/Project-SAbLE" target="_blank"&gt;HTA&amp;nbsp;&lt;/a&gt;&lt;a href="https://heavytransportassociation.org.uk/Project-SAbLE" title="HTA Safer Abnormal Load Escorting Project" target="_blank"&gt;SAbLE&lt;/a&gt;&amp;nbsp;project), with individual Police Officers, Police Groups/Constabularies and The National Police Chiefs Council to the betterment and safety of the industry.&lt;/p&gt;

      <title>TfL confirms conditional grace period for Direct Vision Standard for 1 &amp; 2* rated vehicles</title>
      <description>&lt;p&gt;&lt;img src="https://heavytransportassociation.org.uk/resources/Pictures/DVS.JPG" alt="" title="" border="0" width="359" height="273" style="margin: 0px 10px 9px 0px;" align="left"&gt;After liaising with Transport for London regarding the Direct Vision Standard 2024 changes (expressing the difficulties members are facing as a result of the upcoming changes) TfL has confirmed to the association that there is a grace period that runs from 28th Oct 2024 to midnight on 31st Jan 2025 for 1 &amp;amp; 2* rated vehicles.&amp;nbsp; Details on how to apply will become available next year, but essentially, we understand that if an operator can prove they have booked a vehicle to have equipment fitted with a fitter, that is sufficient to be granted the use of the grace period.&lt;/p&gt;

&lt;p&gt;The HTA is working with TfL on exemptions for STGO vehicles and we anticipate a further announcement will be made in due course.&lt;/p&gt;

&lt;p&gt;The HTA Chairman Marcus Gough commented &lt;em&gt;“I welcome this announcement by Merseyside Police through the NPCC and believe HTA members and the wider sector will do likewise. &lt;p&gt;We continue to receive reports from members claiming that some officers are enforcing blanket movement embargoes on abnormal loads which they say are increasing both red tape and cost.&lt;/p&gt;

&lt;p&gt;The RHA, together with the Heavy Transport Association, the British Holiday &amp;amp; Home Parks Association, and National Caravan Council have called on a number of chief constables to confirm if their forces are following College of Policing guidelines on Special Types General Orders (STGO).&lt;/p&gt;

&lt;p&gt;At best, damage to your vehicle and loss of earnings - at worst, cause INJURY or DEATH.&lt;/p&gt;

      <title>M42 closure and forthcoming Bank Holiday AIL embargo</title>
      <description>&lt;p&gt;West Midlands Police have requested a reminder to the sector that the M42 is due to be closed between J5 &amp;amp; J6 northbound over the forthcoming Bank Holiday weekend (including the Monday 8 May Coronation day holiday) and that there is an embargo on all AIL moves on Bank Holidays.&amp;nbsp; Diversions will be in place but &lt;strong&gt;any AIL movement on a Bank Holiday or travelling off-route risks enforcement action&lt;/strong&gt;.&lt;/p&gt;

      <title>We need your help</title>

&lt;p&gt;We need your direct support for the next stage of meetings due later this month.&amp;nbsp; Specifically, we are seeking evidence where Policing changes in Abload enforcement practices of late, have caused you as an operator, or your end client significant disruption, costs and reduced expectations.&amp;nbsp; We are particularly interested in areas where you believe the Police enforcement/implementation to be in tension with both C&amp;amp;U and or STGO regs.&lt;/p&gt;

&lt;p&gt;These examples will be collated and submitted in an evidence pack to deliver prior to the next meeting.&amp;nbsp; Please send to &lt;a href="mailto:info@hta.uk.net" title="eMail" target="_blank"&gt;info@hta.uk.net&lt;/a&gt; as soon as possible – &lt;strong&gt;contributions are open to non-members can be kept anonymous if necessary&lt;/strong&gt;.&lt;/p&gt;

      <description>&lt;p&gt;The HTA has, and will always, support the safe, legal and responsible transportation of abnormal loads on our roads, as well as the enforcement by authorities against those who seek to profit or gain percieved advantage through non-compliance.&lt;/p&gt;

&lt;p&gt;The HTA was formed in 1983 by a group of heavy haulage operators struggling to cope with less than clear regulations regarding the movement of abnormal loads.&amp;nbsp; It seemed apparent that enforcement authorities/police officers were not happy to have abnormal loads on UK roads.&amp;nbsp; 40yrs later, the association is aware of recent, continuous, multi-agency legislative enforcement across the UK, to unprecedented levels, causing operators and end clients delays and unexpected costs.&lt;/p&gt;

&lt;p&gt;The HTA have been made aware by a member of changes in embargo times for abnormal loads by The Metropolitan Police without consultation or prior warning:-&lt;/p&gt;

&lt;p&gt;&lt;em&gt;Extract from MET Police announcement--------------------------------------------------------------------&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;&lt;em&gt;NO MOVEMENT of Police notifiable abnormal loads are permitted within the Metropolitan Police area between the following times:&lt;/em&gt;&lt;/p&gt;

  &lt;li&gt;&lt;em&gt;Monday to Friday - 06:00-10:00 and 15:30-20:00&lt;/em&gt;&lt;/li&gt;

  &lt;li&gt;&lt;em&gt;Weekends/Bank Holidays - 10:30-20:00&lt;/em&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;em&gt;Additional time restrictions - if any part of the route falls within 3 miles of Charing Cross Station, or ANY abnormal load exceeds:&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;The HTA and Road Haulage Association have made joint representations for a withdrawal of the changes and an explanation, as well as a call for consultation on such matters that are otherwise decided upon without any consideration or representation.&lt;/p&gt;

&lt;p&gt;The MET Police previously introduced unilateral changes without notice or consultation in 2014 and the HTA were successful in getting the changes withdrawn through representation at police and government level.&amp;nbsp; &amp;nbsp;The HTA notes that the most recent changes appear to be identical to those withdrawn in 2014.&lt;/p&gt;</description>

      <title>Abnormal Load movements targeted by Police 'Operation Nightstare'</title>
      <description>&lt;p&gt;&lt;font face="Arial, sans-serif"&gt;After attending an Industry Liaison Meeting, the association wishes to bring the following areas of Abloads movement compliance to your attention.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font face="Arial, sans-serif"&gt;West Midlands &amp;amp; Staffordshire Police who are responsible for policing the M5, M5, M6 Toll, M54, Aston Expressway, M42 and A500 are actively targeting abnormal load movements through an ongoing 'Operation Nightstare' to ensure loads are being transported legally, safely, and compliantly.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font face="Arial, sans-serif"&gt;The HTA have been advised that, to date, 106 movements have been stopped with only 3 being satisfactory compliant.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font face="Arial, sans-serif"&gt;You must ensure that the details recorded on the movement order are correct &amp;amp; you give 2 days or 5 days’ notice (whichever is required) or if Special Order and VR1 the movement must not commence until the allotted date/time, with permits issued.&amp;nbsp; Failure to provide accurate information could result in having your vehicle/s impounded.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font face="Arial, sans-serif"&gt;In addition, the following must be in order:&lt;/font&gt;&lt;/p&gt;

&lt;ul&gt;
  &lt;li&gt;&lt;font face="Arial, sans-serif"&gt;Gross Vehicle &amp;amp; Axle Weights must be as per movement order and are not design weight exceeded&lt;/font&gt;&lt;/li&gt;

  &lt;li&gt;&lt;font face="Arial, sans-serif"&gt;Marker boards must be fitted correctly and in accordance with STGO regulations and or National Highways guidance&lt;/font&gt;&lt;/li&gt;

  &lt;li&gt;&lt;font face="Arial, sans-serif"&gt;Load dimensions must be accurately recorded within the movement order&lt;/font&gt;&lt;/li&gt;

  &lt;li&gt;&lt;font face="Arial, sans-serif"&gt;Height of load must be known &amp;amp; displayed in the vehicle&lt;/font&gt;&lt;/li&gt;

  &lt;li&gt;&lt;font face="Arial, sans-serif"&gt;Check to see if an Escort vehicle is required, if so, use one&lt;/font&gt;&lt;/li&gt;

  &lt;li&gt;&lt;font face="Arial, sans-serif"&gt;Adhere to embargo times&lt;/font&gt;&lt;/li&gt;

  &lt;li&gt;&lt;font face="Arial, sans-serif"&gt;Correct STGO CAT board located on front of vehicle&lt;/font&gt;&lt;/li&gt;

  &lt;li&gt;&lt;font face="Arial, sans-serif"&gt;Correct speed is maintained for categorisation of load or axle loadings&lt;/font&gt;&lt;/li&gt;

  &lt;li&gt;&lt;font face="Arial, sans-serif"&gt;Load must be adequately secured – refer to DVSA load securing guidance &amp;amp; the Categorisation of defects&lt;/font&gt;&lt;/li&gt;

  &lt;li&gt;&lt;font face="Arial, sans-serif"&gt;Vehicle and trailer must be in a roadworthy condition - suitable for the load being transported, correctly taxed &amp;amp; insured.&lt;/font&gt;&lt;/li&gt;

  &lt;li&gt;&lt;font face="Arial, sans-serif"&gt;Driver vocational licence, driver CPC &amp;amp; Digital card must be valid&lt;/font&gt;&lt;/li&gt;

  &lt;li&gt;&lt;font face="Arial, sans-serif"&gt;Vehicle (including any Escort vehicle), goods in transit &amp;amp; Indemnity insurances must be valid&lt;/font&gt;&lt;/li&gt;

      <title>Private company given 'stop &amp; direct powers' for first time by Avon &amp; Somerset Police</title>
      <description>&lt;p&gt;&lt;img src="https://heavytransportassociation.org.uk/resources/Pictures/Stop-sign.jpg" alt="" title="" border="0" align="left" style="margin: 0px 10px 3px 0px;" width="415" height="276"&gt;The Heavy Transport Association welcomes the news that a UK Police Force is using the powers granted to them under the Police Reform Act (2002) to give conferred powers to Stop and Direct Traffic to private abnormal load escorters.&amp;nbsp; The step, by Avon and Somerset police in relation to abnormal load movements to Hinkley Point, will be the first time this has been done in the UK, in spite of the fact that the practice has been pretty standard across mainland Europe and elsewhere in the world for many years.&lt;/p&gt;

&lt;p&gt;The HTA has lobbied for use of this existing 2002 legislation for several years and intends to work closely with Avon and Somerset Police and EDF to monitor the application of the powers, and learn any wider lessons in the application of this legislation as part of our ongoing &lt;a href="https://heavytransportassociation.org.uk/Project-SAbLE" title="SAbLE" target="_blank"&gt;Safer Abnormal Load Escorting project (SAbLE)&lt;/a&gt;.&lt;/p&gt;

      <title>CMPG request re AIL Movement during Commonwealth Games</title>
      <description>&lt;p&gt;CMPG (Central Motorway Police Group) have requested abnormal load hauliers, escort companies and associates, not to move abnormal loads around the West Midlands road network during the period of the Commonwealth Games (which runs from Monday 25th July to Wednesday 10th August) in order to keep the infrastructure moving freely at all times and remove any risks of long and damaging delays should a breakdown or shed load occur or the disruption caused when moving a wide and/or slow abnormal load.&lt;/p&gt;

&lt;p&gt;CMPG do not intend, at this time, to formally apply for additional restrictions on the movement of abnormal loads throughout the West Midlands area.&lt;/p&gt;

&lt;p&gt;The RHA and HTA advice to members is that where possible to avoid abnormal load movements within the West Midlands area during the Commonwealth Games.&amp;nbsp; Where this is unavoidable it is important to ensure all movements are notified accurately and that all regulatory requirements are met to avoid any enforcement action.&lt;/p&gt;

&lt;p&gt;Additionally; National Highways have notified that during the Commonwealth Games the Abloads bay on the M5 at Junction-2 will be occupied by the Games Duty manager to house 2 recovery vehicles, &lt;u&gt;and therefore will not be available to operators to use for the lay-up of ab-loads during the period 19th July until the 10th of August.&lt;/u&gt;&lt;/p&gt;</description>

&lt;h2&gt;Movement orders&lt;/h2&gt;

&lt;ul&gt;
  &lt;li&gt;No movement order in place&lt;/li&gt;

  &lt;li&gt;Incorrect information on movement order (vehicle registration, operator’s licence missing, route, load being carried, weights of load).&lt;/li&gt;

  &lt;li&gt;Not waiting 2 or 5 clear days after submitting movement order (eg submit on Thursday – then Friday is day 1, Saturday Sunday do not count, Monday is day 2, move on Tuesday)&lt;/li&gt;
&lt;/ul&gt;

&lt;h2&gt;Route&lt;/h2&gt;

&lt;ul&gt;
  &lt;li&gt;Drivers not adhering to the route on the movement order or haven’t even seen the movement order.&lt;/li&gt;

  &lt;li&gt;Driver unaware of prescribed route as no access to movement order, (we only require a digital version to be viewed roadside, as an email ).&lt;/li&gt;
&lt;/ul&gt;

&lt;h2&gt;Marker Boards&lt;/h2&gt;

&lt;ul&gt;
  &lt;li&gt;No marker boards or dirty&lt;/li&gt;

  &lt;li&gt;Incorrect distance from load&lt;/li&gt;

  &lt;li&gt;Incorrect dimensions; shape&lt;/li&gt;
&lt;/ul&gt;

&lt;h2&gt;Load Security&lt;/h2&gt;

&lt;ul&gt;
  &lt;li&gt;Poor condition straps or chains, not correctly stored on the trailer or within the cab.&lt;/li&gt;

  &lt;li&gt;Weight of load not distributed correctly&lt;/li&gt;

  &lt;li&gt;Incorrect trailer type for load, STGO or C&amp;amp;U&lt;/li&gt;
&lt;/ul&gt;

&lt;h2&gt;STGO Board&lt;/h2&gt;

&lt;ul&gt;
  &lt;li&gt;No STGO board displayed&lt;/li&gt;

  &lt;li&gt;Incorrect size STGO board; incorrect size of characters&lt;/li&gt;
&lt;/ul&gt;

&lt;h2&gt;Attendant&lt;/h2&gt;

&lt;ul&gt;
  &lt;li&gt;No attendant when size of load requires one by Law&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;Of course, falling foul of these identified issues could render you liable for prosecution under C&amp;amp;U Regulations, and or parked up for a prescribed period.&amp;nbsp; We would always recommend adhering to all STGO schedules for the safe and suitable movements of Abloads.&amp;nbsp; Make the short notice phone calls and more importantly gain the permission to move from the authorities concerned.&lt;/p&gt;

      <title>DfT announces £20 million to improve security, lighting, and shower rooms at roadside services for HGV drivers</title>

  &lt;li&gt;Adds to package of Government measures to tackle effects of the global driver shortage in UK&lt;/li&gt;

  &lt;li&gt;Aims to improve working conditions and retain HGV drivers, backed by overall £52.5 million investment in driver facilities&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;HGV drivers will benefit from £20 million to improve roadside facilities, as part of continued Government action with industry to boost driver welfare and tackle the effects of the global driver shortage in the UK.&amp;nbsp; &amp;nbsp;&lt;/p&gt;

&lt;p&gt;The funding is part of National Highways’ existing £169m Users and Communities Fund, and will go specifically towards improving security, showers and eating facilities as well as exploring increasing parking spaces for lorry drivers. Roadside service operators are being encouraged to apply for the multi-million-pound fund immediately.&amp;nbsp;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;It means the Government has now taken 33 actions to support the sector and address a shortage of HGV drivers affecting countries around the world.&lt;/p&gt;

&lt;p&gt;The funding takes the total Government investment in driver facilities to £52.5 million since last year. £32.5 million was previously committed in the Chancellor’s budget to provide better facilities right across the country for HGV drivers, to drive up standards and further safeguard driver comfort and safety.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Roads Minister Baroness Vere said:&amp;nbsp;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;em&gt;“HGV drivers play a key role in keeping our nation running and contributing to the economy, and it is vital they feel safe and comfortable wherever they stop.&amp;nbsp;&amp;nbsp;&lt;/em&gt;&lt;em&gt;That’s why we’re allocating a further £20 million to ramp up security and improve amenities for drivers – building on the raft of measures we’ve already taken to support the industry.&amp;nbsp;&amp;nbsp;&lt;/em&gt;&lt;em&gt;We’ll continue to work closely with the sector to boost professional driver numbers even further.”&amp;nbsp;&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Nick Harris, National Highways Chief Executive, said:-&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;em&gt;“We want all road users to reach their destination safely and encourage everyone, from those who drive as a profession through to people traveling on holiday or for leisure purposes, to plan ahead before setting off and to take regular breaks.&amp;nbsp;&amp;nbsp;&lt;/em&gt;&lt;em&gt;We are dedicated to improving the experience of everyone using our roads and remain committed to working closely with operators of roadside facilities to help improve the standard of parking and other amenities they provide on motorways and major A-roads. We are hopeful that the £20 million being announced today will go some way towards achieving this goal.”&lt;/em&gt;&lt;/p&gt;

      <title>Relaxation of Drivers Hours</title>
      <description>&lt;p&gt;The HTA does not agree with the government’s decision to relax drivers’ hours rules in direct response to the dire vocational driver shortage situation the industry is currently experiencing. It solely puts more pressure on drivers who are already working incredibly hard, long hours and is open to abuse by unscrupulous operators.&lt;/p&gt;

&lt;p&gt;Our Chairman Marcus Gough says, “its thoroughly disappointing to learn of this action by government, which neither addresses the shortage or takes in consideration for the safety of the driver and the public, especially given the short period of the relaxation, I urge government officials to engage with the association to find workable initiatives that will assist our members to work through the current challenges”.&lt;/p&gt;</description>

      <title>DVSA advises of technical issue with Transport Office Portal</title>
      <description>&lt;p&gt;The HTA have received the following communication from DVSA:-&lt;br&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Transport Office Portal (TOP) update: repair affecting OCRS customer reports.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;OCRS customer reports are currently unavailable due to a technical issue with the Transport Office Portal.&lt;/p&gt;

&lt;p&gt;We are committed to keeping you informed.&amp;nbsp; Unfortunately, the repairs will take longer than expected due to technical requirements and the reports may not be available until the end of June.&lt;/p&gt;

&lt;p&gt;The delay will also allow us to improve the system so that any future developments are quicker to put in place.&lt;/p&gt;

      <title>Room for optimism in the French Roaming Permit crisis?</title>

&lt;p&gt;The situation as we now understand it is this.&amp;nbsp; Since 1st January 2021 abnormal load operators in France have been unable to take advantage of the roaming permit system.&amp;nbsp; This is a system that they had hitherto been using and had paid for; &lt;strong&gt;many of them having permits for up to 3 years and now suddenly finding that those permits are no longer valid&lt;/strong&gt;.&amp;nbsp; We say this is discriminatory.&lt;/p&gt;

&lt;p&gt;We understand that the DfT has asked to reconsider that position.&amp;nbsp; We understand that there is some room for optimism according to the DfT we should know later on this week.&amp;nbsp; The HTA has announced that it will be asking all its members to lobby their local MPs to bring pressure to bear on the UK Government. &amp;nbsp;It is imperative that this situation sorted out as soon as possible.&amp;nbsp; It has also emerged that Article 3 of the Trade and Cooperation Agreement between the European Union and the United Kingdom makes it quite clear that for abnormal load operations; permits that need to be issued should be issued without discrimination.&amp;nbsp; Clearly what's been going on is discrimination and it has repercussions for UK abnormal load operators.&amp;nbsp; Given the contents of Article 3 which seem clear on their face value.&amp;nbsp; There is some hope for optimism this matter will be resolved.&amp;nbsp; Obviously as soon as we hear more we will let you know.&lt;/p&gt;</description>

      <title>French Roaming Permit System Crisis</title>
      <description>&lt;p&gt;When the Brexit deal between the UK and the European Union (EU) was finally agreed and passed into law on the 30th December 2020, it seems there were a number of major oversights which are &lt;strong&gt;seriously impacting UK abnormal load operators&lt;/strong&gt; that are operating in France.&lt;/p&gt;

&lt;p&gt;As of the 1st January 2021, the French Roaming Permit System was made unavailable for UK operators due to Brexit, but still remains available to EU and Swiss operators, despite Switzerland not being a part of the EU.&lt;/p&gt;

      <title>Changes to the Driver Certificate of Professional Competence periodic training</title>
      <description>&lt;p&gt;&lt;img src="https://heavytransportassociation.org.uk/resources/Pictures/DVSA.jpg" alt="" title="" border="0" width="318" height="212" align="left" style="margin-right: 7px;"&gt;Driver Certificate of Professional Competence (CPC) periodic training is to be monitored by DVSA to ensure drivers are not unnecessarily repeating training as part of the 35-hour requirement.&lt;/p&gt;

&lt;p&gt;This follows a review of Driver CPC training and recommendations made by the European Commission which the Government has adopted.&lt;/p&gt;

&lt;h3&gt;&lt;strong&gt;What this means for drivers&lt;/strong&gt;&lt;/h3&gt;

&lt;p&gt;DVSA will monitor drivers records to identify periodic training that doesn’t support their professional driver development because of unnecessary repetition.&lt;/p&gt;

&lt;p&gt;If DVSA identify unnecessary repetition we may take action which could include revoking a driver's Driver Qualification Card (DQC).&lt;/p&gt;

&lt;h3&gt;&lt;strong&gt;What drivers need to do&lt;/strong&gt;&lt;/h3&gt;

&lt;p&gt;To make sure drivers continue to develop professionally and keep Great Britain’s roads safe they should take training which benefits them and their job.&amp;nbsp; This will ensure they increase their knowledge of what it takes to continue to drive safely instead of repeating the same training session.&lt;/p&gt;

&lt;p&gt;DVSA will only allow repetition of training when it supports a driver’s development.&amp;nbsp; For example, if more than one day’s training is required to maintain a qualification such as driving dangerous goods.&lt;/p&gt;

&lt;h3&gt;&lt;strong&gt;Working with training bodies&lt;/strong&gt;&lt;/h3&gt;

&lt;p&gt;DVSA will be working with training bodies to ensure they are not delivering a specific training session to the same driver more than once unless it is necessary for their professional development.&lt;/p&gt;</description>

      <title>HTA engage The Transafe Network  to look at Safer Abnormal Load Escorting</title>
      <description>&lt;p&gt;The Heavy Transport Association has initiated the first in a new programme of projects that will look at various aspects of the movement of abnormal indivisible loads, analysing good practice from the UK and elsewhere in the world to ensure that movement of these loads is performed as safely and efficiently as possible.&lt;/p&gt;

&lt;p&gt;The first project in the programme is &lt;strong&gt;SAbLE&lt;/strong&gt; – &lt;strong&gt;S&lt;/strong&gt;afer &lt;strong&gt;Ab&lt;/strong&gt;normal &lt;strong&gt;L&lt;/strong&gt;oad &lt;strong&gt;E&lt;/strong&gt;scorting, the aim of which is &lt;em&gt;“To improve the safety and operational efficiency of Abnormal Load movements through appropriate escorting practices.”&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;The SABLE project aims to bring together a full range of stakeholders including: abnormal load hauliers, route surveyors, permit agents, consultants, abnormal load escorts, infrastructure owners /managers, equipment manufacturers and the police.&lt;/p&gt;

&lt;p&gt;The project, led by international road safety consultancy The Transafe Network*, will examine current practices in the risk assessment and escorting of abnormal loads, and identify future practices which have the potential to enhance the safety and efficiency of these movements.&amp;nbsp; This will include practices to improve safety for all road users, and the most efficient use of the road network.&lt;/p&gt;

      <title>HTA Launch City &amp; Guilds Assured Abnormal Load Training Programmes</title>

&lt;p&gt;The Heavy Transport Association (HTA), the only specialist trade association for the heavy and abnormal load industry, officially launch two City &amp;amp; Guilds Assured Abnormal Load Escort Training Programmes.&lt;/p&gt;

&lt;p&gt;Developed and improved from their previous Escort Training courses, the Abnormal Load Escort Driver Stage 2 and the Abnormal Load Escort Manager Stage 3 Programmes, champion safety standards for the benefit of the industry and HTA members.&lt;/p&gt;

&lt;p&gt;Available across selected HTA Approved regional training centres, both training Programmes are tailored to Escort and Pilot Car drivers across the heavy transport and mobile crane sector to prove competency, reduce risk, improve public safety and promote industry excellence.&lt;/p&gt;

&lt;p&gt;These Programmes are designed to test and satisfy the requirements of Operational staff, to be competent and safe in their role.&amp;nbsp; This is achieved via theory based classroom learning, followed by observation of practical activities leading to a final assessment resulting in a City &amp;amp; Guilds credential issued upon successful completion.&lt;/p&gt;

&lt;p&gt;Split across two Programmes, candidates are expected to undertake the Stage 2 Driver Programme before progressing to the higher Stage 3 Managers Programme.&lt;/p&gt;

&lt;p&gt;Those undertaking the Stage 2 Driver Training Programme on completion will:-&lt;/p&gt;

&lt;ul&gt;
  &lt;li&gt;Learn Escort Driver legislative vehicle requirements whilst obtaining knowledge of the current Code of Practice and industry best practices.&lt;/li&gt;

  &lt;li&gt;Be able to prepare escort vehicle(s) before use and brief all task personnel before departure.&lt;/li&gt;

  &lt;li&gt;Check the condition of transport vehicle(s) and load(s) before departure, whilst understanding the appropriate load and vehicle positioning whilst on the road.&lt;/li&gt;

  &lt;li&gt;Understand how to effectively communicate with third parties and how to appropriately respond to emergencies, incidents and unexpected situations.&lt;/li&gt;

  &lt;li&gt;Possess the knowledge of post-operative procedure checks and movement report completion.&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;On successful completion of the HTA Abnormal Loads Escort Driver Stage 2 Programme, individuals may progress to the higher Stage 3 module. Following the same learning format, the HTA Abnormal Load Escort Manager Training Programme will not only encompass topics covered in Stage 2, but will provide individuals with a deeper understanding of these disciplines.&lt;/p&gt;

&lt;p&gt;In addition to this understanding, individuals progressing onto the Stage 3 Managers Programme will:-&lt;/p&gt;

&lt;ul&gt;
  &lt;li&gt;Possess the ability to plan the details of the movement, understanding the relevance of all related movement documentation and understand the roles and responsibilities of all involved.&lt;/li&gt;

  &lt;li&gt;Acquire the knowledge to brief all personnel involved in the movement, and ensure all vehicles have been appropriately prepared and checked.&lt;/li&gt;

  &lt;li&gt;Understand how to actively manage vehicles and traffic during the load movement.&lt;/li&gt;

  &lt;li&gt;Manage the closure of the abnormal load movement on completion.&lt;/li&gt;

  &lt;li&gt;Understand the requirements of multiple escorts or convoys of loads&lt;/li&gt;
&lt;/ul&gt;

      <title>GMP Embargo</title>
      <description>&lt;p&gt;The HTA received an email on the 27 February 2019 which gave notification of a blanket movement embargo imposed by Greater Manchester Police (GMP) on all abnormal loads during peak periods.&amp;nbsp; The embargo is for all categories of abnormal loads yet mobile cranes up to and including 5 axle which could weigh 60 ton gross ‘dry’ weight and with ballast likely to weigh 80 tons are excluded.&amp;nbsp; STGO CAT1s are embargoed even though they weigh significantly less than mobile cranes.&lt;/p&gt;

&lt;p&gt;Also, on a motorway the lane limit is 3m so a CAT 1 is not taking up any additional space.&amp;nbsp; The HTA sent a letter to GMP on the 2 May explaining that CAT 1 AILs are being stopped for no apparent reason and asked for a revision of the blanket ban.&amp;nbsp; We received acknowledgement of the letter by way of return on the 14 May and now await a full response.&lt;/p&gt;</description>

      <title>Water Preferred Policy Update</title>
      <description>&lt;p&gt;A response to our letter of the 22 September was received on the 21 December 2018.&amp;nbsp; As cautioned by the HTA, the DfT recognised that the appointing of a Transport Specialist to assess ad hoc and unpredictable moves was not required. However, the letter then went on to say that the current practice of applying the Reasonableness Test to both inland waterways and coastal shipping would continue.&lt;/p&gt;

&lt;p&gt;In response the HTA sent a further letter to the DfT on the 25 February 2019. We pointed out that it is not current practice to apply the ‘Reasonableness Test’ to both inland waterways and coastal shipping and this application is in fact a change of policy to include coastal shipping.&lt;/p&gt;

&lt;p&gt;The HTA explained that there is a long standing policy for ad hoc and unpredictable AIL moves using costal shipping to use the nearest convenient established port.&amp;nbsp; Cases can and are made as to the nearest convenient port which take many factors into account.&amp;nbsp; To name but a few; it could be that, a particular port offers a scheduled deep sea service or, there may be existing heavy lift crane or, mileage to the destination could be greater yet the route provides less impact on the SRN.&amp;nbsp; The HTA cautioned against such a change in policy as significant disruption to the industry is a likely result.&lt;/p&gt;

      <title>ESDAL Expansion</title>
      <description>&lt;p&gt;Recent Months have seen more and more Police Forces cutting back the responsibilities of their Abnormal Load Officers and insisting that all notifications are submitted by ESDLA.&amp;nbsp; Merseyside Police have now been joined by Greater Manchester, Dorset and Devon and Cornwall in this requirement. The HTA has remained resolute in our stance that this insistence in not in accordance with the STGO legislation but has been working with Highway’s England (HE) to improve ESDAL where possible for the benefit of our members and the industry.&lt;/p&gt;

&lt;p&gt;Through HTA petitioning HE have released a form to enable the inputting of a notification and e-mailing to ESDAL rather then using the web based procedure and third party software is now able to interface with the system providing an alternative option for those who use other software providers for notifications.&amp;nbsp; Some members have reported other concerns with the system which have been highlighted to HE for resolution.&lt;/p&gt;</description>

      <title>Water Preferred Policy</title>
      <description>&lt;p&gt;On the 4th of September 2018 the HTA received a letter from Duncan Price, Head of Freight, Operator Licencing and Roadworthiness for the Department for Transport (DfT).&amp;nbsp; The letter’s stated purpose was to inform the industry that the DfT has been considering how the policy works in practice.&amp;nbsp; There are two areas for consideration.&amp;nbsp; Firstly, whether the indicative thresholds for financial reasonableness for inland water, when applied to ad hoc unpredictable moves, should be applied to costal as well as inland waters.&amp;nbsp; This essentially would mean all hauliers would be compelled to use a costal port that is considered by an authority to meet the financial reasonableness bar.&amp;nbsp; Secondly, whether the appointment of a ‘Transport Specialist’ would be beneficial to the decision making process for such moves.&amp;nbsp; The appointment of the Transport Specialist would entail an hourly rate and could range from £500 for simple cases and up to £10,000.&lt;/p&gt;

&lt;p&gt;The HTA responded to this letter on the 22 September and questioned how such a policy could be implemented without an industry impact assessment, why Highway England are effectively out-sourcing their decision making procedure, why is a Transport Specialist required for ‘simple cases’ and what are the specialist’s terms of reference?&lt;/p&gt;

      <title>Hinkley Point - CSAS Stop &amp; Direct</title>
      <description>&lt;p&gt;The HTA has been made aware that Stop and Direct powers will be devolved by Avon &amp;amp; Somerset Constabulary (ASC) using Community Safety Accreditation Scheme (CSAS) powers to the Traffic Management Company (Somerset Infrastructure Alliance (SIA)) who are used by EDF Energy to manage their abnormal loads.&amp;nbsp; The companies who form SIA are Skanska and Forest Traffic Management Ltd.&lt;/p&gt;

&lt;p&gt;Being the first time CSAS powers have been devolved for Stop and Direct for Heavy Haulage, the HTA was curious to discover how the application process was undertaken and wrote a letter to the Police Crime Commissioner for ASC pointing out the industry code of practice requirements for escorters to be ‘sufficiently competent to undertake the task of escorting abnormal loads. Competent means that they are suitably trained and/or experienced for the role.’&lt;/p&gt;

&lt;p&gt;In response the PCC replied stating that it was a temporary solution to a local problem which was unlikely to be renewed once the build was over. Also, that SIA are ‘highly experienced in moving abnormal loads’ and that the ‘Police CPI have suggested that accreditation for abnormal load escorting may be available nationally’.&amp;nbsp; The HTA will continue to monitor the developments in this area with a keen interest.&lt;/p&gt;

      <title>Jeffries Bridge, M6 430.3 nr J38</title>
      <description>&lt;p&gt;On the 27 April 2018 the HTA received notification that with immediate effect there was a restriction on all abnormal loads over 40T travelling over M6 Jeffries Bridge which is located at marker post 430.3 South of junction 38.&amp;nbsp; This caused a significant detour for loads travelling to and from the West of Scotland with costs borne by the industry.&lt;/p&gt;

&lt;p&gt;The HTA first raised this issue with Highways England (HE) at the time of the restriction and repeatedly asked for updates.&amp;nbsp; HEs stance was to require evidence of significant disruption to industry in order to re-assess the restriction.&amp;nbsp; The disruption was finally recognised by HE when Greater Manchester Police imposed a blanket embargo on all abnormal loads in their traffic area at peak periods.&amp;nbsp; The increased abnormal load traffic, sighted as the reason for the embargo, being partly attributed to the re-routing of abnormal loads to avoid Jeffries bridge.&lt;/p&gt;

&lt;p&gt;The HTA highlighted this disruption during a telephone conference with the Abnormal Loads Team of HE on the 8 May 2019, who were then able to apply pressure to Area 13 for a removal of the restriction the following week.&amp;nbsp; The HTA has thanked HE Abnormal Loads Team for their assistance in this matter.&lt;/p&gt;</description>

      <title>Response to HTA letter re the form of notification of abnormal loads to Police</title>
      <description>&lt;p&gt;The response to the Home Office letter sent on 24 January 2018 was received on the 29 March 2018 from Rt Hon Nick Hurd, Minister of State for Policing and the Fire Service.&amp;nbsp; It was stated in the letter that the ‘enforcement of road traffic law is an operational matter for the local Chief Officer of Police’.&amp;nbsp; The response then went on to put the decision as to how notifications are received within the authority of the Chief Officer and then stated that this is the Government’s position.&lt;/p&gt;

&lt;p&gt;The HTA is disappointed in what could be described as the Home Office side-stepping its overarching responsibility in this area and remains resolute of the opinion that the legislation requires an agreement by both sides.&lt;/p&gt;</description>

      <title>Welcome-Break Free Parking Extension for Abnormal Loads</title>
      <description>&lt;p&gt;It has been a long understood policy of Welcome Break to facilitate extended free parking over the standard 2 hours to Abload Hauliers in possession of an endorsed movement order due to the additional burdens experienced by the industry.&lt;/p&gt;

&lt;p&gt;The HTA has recently received several reports of members receiving parking tickets from Parking Eye whilst staying beyond 2hrs free parking.&amp;nbsp; It was decided by the committee to approach the CEO of Welcome Break for comment.&amp;nbsp; A letter was sent to Robbie Bell the CEO Designate and in response the HTA received an eMail from Nick Jackson the Head of Business development.&amp;nbsp; Although he was unable to suggest a procedure for registering the extension of free parking on arrival at one of their service stations, he gave an eMail address to notify in advance to register the extension.&lt;/p&gt;
